Background of the Study
Godswill Akpabio, as the Senate President of Nigeria from 2019 to 2023, was at the forefront of legislative budgeting in the National Assembly. His leadership played a significant role in shaping how national budgets were debated, passed, and monitored. The Federal Capital Territory (FCT) has always had a unique budgetary requirement, given its status as the nation’s capital and its role in hosting federal government institutions.
